It needs the chip. Every Honda since the early 2000s uses an immobilizer, so a plain cut key will open the door but won't start the engine. The keys here carry the correct transponder for your model.

Is the Civic and Accord smart key the same?

They share Honda's system but use different fobs and FCC IDs depending on year and trim. A key that fits a 2018 Accord won't necessarily fit a Civic of the same year, so match the FCC ID on yours.
